Hurricane Hilary: Forecast calls for heavy rain, powerful winds in Ventura County A powerful hurricane off the coast of Mexico continued to head toward Southern California Friday, on track to bring potentially heavy rain, gusty winds and dangerous sea conditions to Ventura County. Hilary had reached Category 4 strength off the coast of Mexico. The National Weather Service expects it will weaken to a tropical storm by the time it reaches Southern California later this weekend. That would be the first tropical storm to reach Southern California since 1939 and could mean sustained winds from 39 to 74 mph.
